Henry is from Boston. He graduated from Harvard University with a degree in political science. He wrote books on George Washington and Daniel Webster. He was the leader of the conservative republican party, a senator and was a congressman in the House of Representative. As a senator he was part of the Foreign Relations Committee. He wanted the U.S. to be strong in international relationships. He was however against the League of Nations. Under President Wilson, Cabot felt that the League of Nations would stop the U.S. from declaring war if it need to. He was also against Wilson's foreign policies. He was friends with Theodore Roosevelt because he promoted a stronger navy and military.

His position on the annexing of the Philippines was that he was strongly wanting it. Henry wanted a war with Spain. He also wanted to annex Hawaii and Puerto Rico. He believed that President Cleavland was even against his own party. He explains that the democratic party has promoted the Louisiana Purchase, and the annexing of Florida and Texas throughout history, so why was it changing then. Henry also points out that by annexing the U.S. can improve trade with the world. Annexing will also expand the U.S. race and culture even further. The U.S. who fought for the Philippines now has a responsibility to them. The U.S. can't just leave the new Philippines into chaos and that is why the U.S. should annex the Philippines. Cabot wanted to keep the Philippines so that the U.S. could help them set up a government and economy, as well as get missionaries to convert them into Christians. He says that it is by right of the Constitution that the U.S. hold on to the Philippines.

Two reference for Henry Cabot Lodge would be Theodore Roosevelt, who Cabot had strong ties with. Theodore also wanted to annex the Philippines, which he helped promote a fight with. Another reference for Cabot would be Commodore Dewey who was leading the fight against the Philippines and was in favor of the annexing.
